Who we are
ZEDRA Governance Limited - formerly known as PTL Governance Limited - is a trusted and capable award-winning provider of pension governance services. We are entirely independent of Quilter.
PTL was acquired by ZEDRA in December 2021, and the Governance Advisory Arrangement (GAA) has consequently been renamed the ZEDRA Governance Advisory Arrangement.
The Governance Advisory Arrangement is currently made up of twelve of our Client Directors and four of our Client Managers (one of whom acts as secretary). We also employ an external member from investment advisers Dean Wetton Advisory Limited, to provide specific expertise. More information about ZEDRA can be found at https://www.zedra.com/.
This page has been put in place so that we can communicate with pathway investors and share our terms of reference and value for money assessments.
Dedicated to you and your pension
We represent the interests of pathway investment customers, and our primary role is to assess the value for money of pathway investments. That means assessing whether the cost and charges are good value based on the quality of the investments and service provided to you.

By using our combined knowledge, experience and skills, we’re committed to making sure you get good value for money from your chosen pathway investment.
We continually look after your interests, and regularly carry out assessments to make sure:
- The investment pathways are designed and managed in your interests
- The costs and charges are transparent and fair
- That the performance and characteristics of investment pathways are regularly reviewed to ensure they align with your interests
- That you receive clear and regular communications about your pension and can easily access help and information when you need it
- That you are provided with good quality customer service which is efficient and accurate
- That Quilter’s Environmental Social and Governance (ESG) and Stewardship policies are adequate as they relate to investment pathways.
